Sujet : Invitation: NoC Learning Call on Digital Sovereignty in Africa


Dear NoC Colleagues,
Please join us for the next NoC Secretariat Learning Call, /“New 
Strategies for Digital Sovereignty in Africa,”/ on *Friday, September 19 
at 9:00 AM ET*.
Participants will present a collaborative paper by NoC centers in 
Africa, South America, and Europe, examining how models such as /data 
embassies/—pioneered through Estonia’s reinterpretation of the Vienna 
Convention on Diplomatic Relations—might be adapted to Africa’s legal, 
political, and infrastructural contexts. According to their research, 
these models enable states and agencies in Africa to safeguard critical 
data abroad while retaining sovereign protections at home, offering 
innovative pathways to digital sovereignty.
The discussion will also address pressing challenges—including 
international law, dispute resolution, and cybersecurity—and open space 
for collective reflection.

upcoming *AI Stakeholder Meeting in Accra, Ghana (September 29–October 
2)*, which we are co-organizing with our colleagues at the Center for
