Dear colleagues,

We are glad to announce that the CNRS Center for Internet and Society, in collaboration with eQualitie, is co-organizing an international conference: SplinterCon, dedicated to the questions of digital fragmentation, models of digital sovereignty and solutions for Internet freedom. The event will take place from December 8 to 10, 2025 in the heart of Paris. The CfP is open and we encourage you to apply!

SplinterCon is an international gathering that unites researchers, technologists, civil society members, and experts in Internet governance for three days of interactive panels, hands-on workshops, roundtable discussions and technological showcases. If you are interested in participating as an audience, please register. Participation is free of charge.

THEMATIC FOCUS

As national and regional efforts around digital sovereignty accelerate, SplinterCon Paris will examine what resilient, interoperable digital societies require today, and how they can be sustained in the future.

* Technology & Innovation — resilient digital infrastructure, self-hosted systems, decentralised protocols and services, wireless networking, and censorship-resistant communications.

* Policy & Governance — models and motivations for digital sovereignty in policy and practice. What authority should states exercise over cyberspace and when does sovereignty build resilience versus reinforce isolation?

* Technology Showcase: submit your prototype, tool, or research project for a hands-on demonstration. Designed as an open exhibition or project fair, the Showcase is a space to test ideas, exchange feedback and see technologies in action.
